According to the minister, several companies that have evinced interest in establishing units in the state are still at an exploratory stage and must fulfil certain conditions before committing capital on the ground.

The most critical of these preconditions is financial closure — a formal stage where a company secures all necessary funding, approvals, and board-level clearances to proceed with an investment project. Until this milestone is reached, the minister stressed, there can be no guarantee that a proposed unit will take shape within Telangana's industrial corridors or technology parks.

The clarification comes amid heightened expectations following high-profile investment conferences where dozens of MoUs were reportedly signed across sectors including electronics manufacturing, IT infrastructure, and semiconductor-related enterprises. While the government has consistently touted these figures as a sign of strong investor confidence, officials have internally acknowledged that a significant portion of MoUs historically do not translate into completed projects nationwide.

Industry analysts note that the gap between MoU signing and greenfield investment can span months or even years, depending on market conditions, regulatory clearances, and the company's own strategic timelines.
