Stuart Russell, a preeminent computer scientist and one of the most influential voices in artificial intelligence research, has reignited the debate over the pace of AI development by drawing a striking analogy: building superintelligent machines without adequate safety controls is like giving chimpanzees nuclear weapons.

Russell, a professor at the University of California, Berkeley, and author of the widely used textbook "Artificial Intelligence: A Modern Approach," made his comments public in response to growing concerns from researchers across the field about where rapidly advancing AI systems could lead. His remark has sent ripples through both tech circles and policy debates about how — or whether — humanity should regulate machines that could surpass human intelligence.

The core of Russell's argument is deceptively simple. Chimpanzees share roughly 98 percent of human DNA and are remarkably intelligent, yet they lack the cognitive capacity to manage the catastrophic power that nuclear weapons represent. By extension, Russell argued, creating AI systems that far exceed human intelligence without ensuring those systems remain aligned with human values and under meaningful human control could produce similarly unpredictable and dangerous outcomes. The danger, he stressed, does not come from malice but from capability outstripping wisdom.

Adding fuel to the controversy, Russell expressed disappointment that prominent figures who have the power to shape AI policy — including former U.S. president Donald Trump and Meta CEO Mark Zuckerberg — have not supported calls to intentionally slow the pace of AI research and deployment. Despite publicly acknowledging in recent months that AI poses "serious" risks, Trump has also positioned himself as a champion of American AI dominance, signing executive orders aimed at accelerating development. Similarly, Zuckerberg has consistently argued that regulation would stifle innovation and hand an advantage to rival nations, particularly China, rather than address safety concerns.

Russell's stance places him alongside a growing coalition of AI experts — including Yoshua Bengio, Geoffrey Hinton, and Demis Hassabis — who have warned in open letters and public statements that the current trajectory of rapid, unregulated AI development carries existential risks. Critics, however, argue that deliberately slowing progress could harm economic competitiveness and that safeguards can be built alongside advancement rather than instead of it.
