New Delhi — Prime Minister Narendra Modi has drawn a clear distinction between India's carbon footprint and that of developed nations, asserting that the country's per capita emissions remain well below global averages even as it pursues ambitious renewable energy goals.
Speaking at the international conference titled "The Future of Environment and Climate Dynamics" held at Vigyan Bhawan here, the Prime Minister argued that the narrative around climate responsibility must account for historical emissions and per capita contributions rather than total output alone.
India currently accounts for approximately five to six percent of global greenhouse gas emissions in aggregate, but on a per capita basis, its emissions stand at roughly two tonnes of CO2 equivalent — far below the global average of around four to five tonnes and a fraction of the emissions from nations such as the United States, which exceed fifteen tonnes per person annually.
During his address, Modi stressed that developing countries like India bear a disproportionate burden in the climate conversation, despite contributing minimally to the cumulative emissions that have driven global temperature rise over the past century. He called for a more balanced framework in international climate negotiations that recognizes the right of developing nations to grow their economies while transitioning toward cleaner energy sources.
The Prime Minister also reiterated India's commitment to its Panchamrit targets, under which the country aims to reach 500 GW of non-fossil fuel installed capacity by 2030, achieve 50 percent of its energy requirements from renewable sources, and attain net-zero emissions by 2070.
Environmental experts and policymakers at the conference noted that Modi's remarks reflect a longstanding Indian diplomatic position: that climate action must be rooted in principles of equity and common but differentiated responsibilities, a cornerstone of the Paris Agreement.
The conference brought together scientists, diplomats, and climate policymakers from around the world to discuss emerging trends in environmental dynamics and paths toward sustainable development in an era of rising temperatures.
