An experienced environmentalist in India is sounding the alarm over the growing vulnerability of hydropower installations dotting the Himalayan landscape, urging immediate government action to decommission the most at-risk projects before a catastrophic failure claims lives and livelihoods.

Tikender Singh Panwar, a well-known activist and former municipal councillor from Himachal Pradesh, pointed to the devastating flood disaster in Nepal as a stark wake-up call. The incident underscored how rapidly shifting mountain environments can overwhelm infrastructure that was never designed to withstand such extreme conditions.

Panwar highlighted the rising threat of glacial lake outburst floods, commonly known as GLOFs, which occur when meltwater accumulates behind unstable natural or artificial dams formed by retreating glaciers. When these barriers give way, massive volumes of water surge downstream with little warning, devastating valleys far below.

He warned that climate change is accelerating glacier melt across the Himalayas, enlarging many glacial lakes and increasing the frequency of potential outbursts. Hydropower projects built in these zones often sit directly in the path of such floods, making both the facilities and surrounding communities increasingly vulnerable.

The environmentalist stressed that waiting for another disaster to force the issue is not an option. "Nature may take matters into its own hands and close these plants through catastrophic failures if policymakers do not step up first," he said, emphasizing that voluntary decommissioning of the most dangerous sites is the only responsible path forward.

India has aggressively expanded its hydropower capacity in recent decades, particularly in states like Himachal Pradesh, Uttarakhand, Arunachal Pradesh, and Sikkim. Many of these projects were sanctioned and constructed with outdated climate data, and experts have long argued that environmental impact assessments failed to adequately account for glacial instability and changing precipitation patterns.

Government agencies have so far resisted large-scale decommissioning, pointing to the energy security benefits of hydropower and the difficulty of replacing the capacity it provides. Critics counter that the social and ecological costs of a major GLOF event in densely populated Himalayan valleys would far outweigh any short-term energy gains.
