A special court in India has issued a non-bailable warrant for the arrest of Saifullah Kasuri, who is alleged to be a senior commander within Lashkar-e-Taiba (LeT) and a key planner behind the deadly attack in Pahalgam in Jammu and Kashmir. The warrant was issued after the court found sufficient evidence to connect Kasuri with the Terrorist Disruptive Activities (Prevention) Act cases arising out of the incident.
Kasuri has reportedly been on the watchlist of Indian security agencies for over two decades. According to sources familiar with the matter, he is believed to have operated primarily from across the border, acting as a handler who coordinated and directed LeT operations targeting civilian and security targets in the Kashmir Valley. His alleged role is said to extend beyond operational planning to include logistical support, recruitment networks, and communication channels used to relay instructions to fighters on the ground.
The issuance of a non-bailable warrant marks a significant escalation in the legal proceedings against Kasuri. Under the relevant criminal procedure provisions, such a warrant can be executed without prior notice and does not permit the accused to obtain bail as a matter of right. It indicates that the investigating agency and the prosecution believe the suspect may attempt to evade justice if not apprehended through formal coercive measures.
Security analysts note that Kasuri's alleged long association with LeT puts him among a generation of operatives who rose through the ranks during a period when the group intensified its activities in the region. His supposed cross-border base has made his direct arrest difficult, but the court's warrant signals that prosecutors are building a robust case file that could, in principle, support extradition or coordination with international law enforcement channels.
The court proceedings are continuing, and additional charges and warrants in related cases are expected as the investigation gathers further evidence linking Kasuri to the network alleged to have carried out the Pahalgam attack.
